One thing to know: River and coastal flooding is the second-most-common disaster across Europe, with growing exposure as urban surfaces increase runoff (EU Civil Protection Mechanism, 2025).

Flood risk is mostly geography and a few decisions. Whether your street is on a published flood map, whether you live above or below the ground floor, and whether you have ten minutes or six hours to react — those three things determine almost everything you need. Why this kit, not a generic 72-hour list

A coastal-surge household and a rural river-bend household need overlapping but different lists. Document protection, sandbagging, and evacuation gear are not the same priority for each.
